Pennsylvania homeowner left stumped as parents dropping kids at their neighbor's backyard daycare routinely park in front of, and even in, their driveway, making them late for work: 'When I told them to move, they said they thought it was shared parking'

My next door neighbor started running what looks like a small home daycare earlier this year. I don't know if it's licensed or not, but every weekday morning between about 7:15 and 8:30 there are 5 to 8 cars pulling up for drop off.

The problem is that a lot of the parents park halfway across my driveway just for a minute. Sometimes they leave the car running while they walk up to the neighbor's door. I work early shifts twice a week and I've been late three times because I had to wait for someone to move.
I've asked the parents directly and most of them act annoyed like I'm being dramatic. I talked to my neighbor and she said she can't control where parents park and that I should be more understanding because it's only during drop off and pickup. Pickup is the same issue around 4:30 to 5:30.
Last week one parent parked fully in my driveway, not just blocking it, actually in it. When I told them to move, they said they thought it was shared parking for the daycare because my neighbor apparently told parents they could use the open driveway area if they were quick.
I called parking enforcement and they said they can ticket if a car is there when they arrive, but by the time they get there the person is usually gone. Non emergency police said it's not really a police matter unless someone refuses to move.
Do I have any options here besides calling parking enforcement every single time? Can I report the daycare if she is directing people to use or block my driveway, or would that just be a zoning/licensing issue? Also, if someone parks in my actual driveway again, am I allowed to have them towed or does it depend on posted signage?
Rational_Incongruity Ask parking enforcement to come on a day this will happen - a few minutes before. They will be able to ticket a whole bunch of people at once and your point will be made.
Miss_Rue_ In my town any business being run out of a home in a residential neighborhood has to go to the Planning Board for a variance. They absolutely consider if the home has enough parking for whatever business they'll be running and if it will impact their neighbors. You should contact your towns code enforcement.
LavenderSharpie I'd probably be obnoxious and lay on the horn if I were attempting to leave and one of them blocked me.
